How do Dagster+ Concurrency Pools handle job queuing?

Dagster+ concurrency pools do not guarantee strict FIFO (First-In, First-Out) ordering across all runs when jobs are queued due to pool capacity limits.

The dequeuing order is determined by internal prioritization logic rather than strictly by queue time. This means jobs may not execute in the exact order they were queued.
